umm, I dont know, that's a tough one, I think that they're classified by villages, like fire style thunder style ect. but I could be wrong, I would ask Kiroku or chouji but K's gone for a week and I'm not sure where Chouji is so go ahead and classify it as whatever you want (within reason anyways) at the moment! An admin will notify you later if you need to change it. ;D

Most jutsus are classified by country....However some elements arent really elements at all. Sound for example, bends air and sound to an advantage. To make a new classification in general of jutsus, like making a new one such as "Metal" or whatever, submit under jutsu creation and give a list of what they can and cannot do under that element. Don't be offended if someone denies it, it would be really hard to accept tons of villages and keep track of all of them...Does that answer your question?
